The 2023-2026 Core Funding Opportunity is now closed.

The Core Funding Opportunity was the first funding mechanism created by the St. Louis County Children’s Service Fund to support local organizations that provide mental and behavioral health services to kids and families in St. Louis County.

Core funding supports many different services, from substance use treatment to transitional housing to therapeutic counseling, and more. Core partners are organizations that use proven methods and have strong track records of yielding positive impact on kids’ lives.

Our Core partners have the capacity to provide services and are supported by CSF through a standardized unit rate model of funding.

What Core Funds

Eligible services must fit within these categories:
1.  Temporary Shelter and Transitional Living Services
2.  Services to Teen Parents
3.  Respite Care Services
4.  Crisis Intervention Services
5.  Prevention Services
6.  Home and Community Based Services
7.  Individual, Group, and Family Counseling Services
8.  Outpatient Substance Use Treatment Services
9.  Outpatient Psychiatric Services
Inpatient medical, psychiatric, and chemical dependence services and transportation services are
not eligible for CSF funding.

Who Core Funds
CSF’s Core Funding Opportunity funds local nonprofits and government entities that provide mental and behavioral health service to children and youth ages 0-19 and/or adults who interact with children and youth residing in St. Louis County. Applications will be accepted from new and returning organizations within the eligible service areas listed above.

Per Missouri law, CSF can allocate funds to 501(c)3 organizations in good standing with the State of Missouri or governmental entities that provide direct services. However, CSF recognizes there may be situations where organizations do not fit into either one of these categories. These situations may be considered on a case-by-case basis centered around the nature of the contractors employed to perform the direct service.


2023-2026 Core Funding Opportunity General Information
  • The 2023-2026 Core Funding Opportunity allocation pool is approved for up to and not to exceed $150,000,000 over the contract period, which is July 1, 2023 – June 30, 2026.
  • CSF seeks organizations that will be able to start work as soon as the contract has been executed, but no earlier than July 1, 2023. Funded organizations will be expected to perform services as proposed and adhere to policies and compliance measures as outlined in the 2023-2026 Core funding contract.
  • Through the Core Funding Opportunity, CSF reimburses organizations for approved, direct services using standardized rates, as outlined in the Schedule B: List of Approved Units (click here). Funded organizations invoice CSF for eligible services provided. The standard reimbursement rates established and published by CSF will remain unchanged through the duration of the contract, unless change is initiated by CSF.
  • Applications for funding will be accepted from both new and returning organizations. Organizations may request funding for multiple programs; however, a separate application must be submitted for each program.
  • There is no minimum or maximum request amount; however, the applicant must demonstrate demand, capacity, and ability to deliver services, as well as the sustainability of proposed programs over the contract period.
  • Submitted applications, and any subsequent changes made during the contracting period, will become the basis of the funding contract and the proposed content will be the benchmark to monitor service delivery and program expenditures.
  • If an applicant wishes to make a correction or update to a submitted application before the closing date/time, the applicant must contact CSF at CSFCore@stlouiscountymo.gov to re-open their application. No corrections or changes to an application will be permitted after the application deadline, unless specifically requested and authorized by CSF.
  • Applications may not be considered, and may be considered non-responsive and removed from further review if they do not include fully completed responses and/or authorized signatures where indicated. Noncompliance with application requests or evidence of unethical application practices can result in removal from the application review process.
  • Each application will be reviewed by a team of reviewers, comprised of CSF staff members and external reviewers. Review teams review and score applications, bringing feedback to the CSF team, who in turn make funding recommendations to the CSF Board of Directors to consider. As part of the evaluation process for new programs, CSF staff may conduct a site visit to gain more information about the program, facility, and where services would be delivered. The CSF Board of Directors will review and consider final recommendations in February 2023.
